AI Contract Overview
The Department of Veterans Affairs, on behalf of the NJ VA Medical Center, intends to award a sole source Firm Fixed Price contract to e3 Diagnostics, Inc. for the procurement and installation of a Visual Eyes 525 3rd Generation Video Nystagmography system and associated vestibular diagnostic equipment at the Lyons Campus in Lyons, New Jersey. This action is justified under FAR Part 13.106-1(b) due to the necessity for system compatibility and the proprietary nature of the technology, which limits availability to a single manufacturer. Market research confirms e3 Diagnostics, Inc. as the exclusive authorized provider of these specific vestibular diagnostic systems, satisfying the public notice requirements under FAR 13.501. The equipment includes the VNG system with integrated vHIT Camera Edition, database software, ancillary devices such as the Air Fx 110V system and medical cart, and all necessary components for comprehensive vestibular assessment including caloric testing, saccade and pursuit analysis, torsional eye tracking, and rotational chair support. The contractor is responsible for uninstalling the existing end-of-life system, installing and calibrating the new equipment in Room S339 of Building 3, ensuring full operational functionality, providing on-site training customized to clinic protocols, and delivering all documentation and manuals. Installation must occur during business hours and be completed no later than 60 days after award or by September 1, 2026, whichever is later. The Government will provide the necessary space, electrical, and environmental conditions to support installation. All equipment must be original manufacturer product, as gray market items are strictly prohibited under Veterans Health Administration policy. While this notice is not a solicitation for quotes, responsible sources may submit a capability statement by August 14, 2026, to Patricia Tolini at patricia.tolini@va.gov; however, the Government retains full discretion to proceed with sole source award regardless of submissions.
