This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs on behalf of Albany VA Medical Center intend to award a Firm Fixed Price (FFP), sole source action to a verified service-disabled veteran owned small business (SDVOSB). This action is in compliance with FAR Part 13 and authorized by the Veterans Affairs Acquisitions Regulations (VAAR) 819.7008, Sole source awards to a verified service-disabled veteran-owned small business. Name of Contractor: Melling Medical, LLC Street Address: 658 South Columbus Street City, State, Zip: Alexandria, VA 22314 The objective of this action is to procure Keeler 4Sight Ultrasound items as detailed below. In accordance with FAR Part 13.106-1(b), it has been determined that only one source is reasonably available and therefore limits this requirement to a brand name only procurement. The proposed Keeler device for purchase uses that has been approved for use by the Clinical Products Review Committee (CPRC). The specific products identified in this order have been determined to meet or exceed operational requirements and is compatible with current space, plumbing and electrical requirements. Acquisition of products other than the items specified in this order would require additional user and maintenance training for staff. Alternative products would also require additional installation site evaluations resulting in potential delays in patient care and additional costs. The Keeler 4Sight Ultrasound is for diagnostic imaging of ocular bodies. The 4Sight is self-contained requiring no additional PCs or tablets to function. The 4Sight integrates multiple probe types that add functionality that similar manufacturer's systems do not have. The Keeler 4Sight requires minimal additional training for clinical staff as they are comfortable working with this system. The only potential requirement would be for new functionality and any technical training for maintenance for Biomedical Technicians. This could be satisfied with the provision of documentation such as a user/service manual. VAAR 819.7008 Sole source awards to a verified service-disabled veteran-owned small business shall be used as a supplemental authority for this action. This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501. This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government.
