The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to Wolfpack Medical Supply LLC for the AVVIGO+ Mobile Guidance System under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.103-1(b), as Wolfpack is the sole authorized distributor for the original equipment manufacturer, Boston Scientific Corp., and no other vendor is permitted to install or service this proprietary medical equipment. The requirement stems from the Minneapolis VA Healthcare System’s need for advanced intravascular imaging technology in accordance with American College of Cardiology Class 1A recommendations for Percutaneous Coronary Interventions. The system includes a touch screen medical-grade tablet with battery, mobile mounting system, power supply, installation guide, one FFR LINK, and up to five additional FFR LINKs, all covered by a one-year standard manufacturer warranty. Professional installation, training for one operator and two biomedical engineers, and full support are required, with delivery and installation to be completed within 60 days of award at the Minneapolis VAMC, subject to FOB destination terms and delivery between 8 AM and 3 PM Central Time, Monday through Friday, excluding federal holidays. Vendors not named in the sole source determination may submit a capability statement by the deadline to demonstrate they can meet the technical, authorization, and logistical requirements, including proof of manufacturer authorization, completion of the FAR 52.225-2(b) country of origin certificate, and compliance with the NAICS 334510 size standard of 1,250 employees. Offerors must provide organization details, UEI number, socioeconomic classification, equipment specifications, subcontracting plans if applicable, and evidence of compliance with safety and recall protocols, including immediate notification of product defects and acceptance of liability for recall-related administrative and clinical costs.
