AI Contract Overview
The Department of Veterans Affairs, through the VISN 17 Network Contracting Office, intends to award a sole source fixed-price contract with a base period and four one-year options to Roche Diagnostics Corporation for the procurement of Glucose Accu-Check® Inform II Test Strips to support the Central TX VA HealthCare System Ancillary Testing Department. The base period runs from September 15, 2026, to September 14, 2027, with optional extensions through September 14, 2031. The acquisition falls under NAICS code 325413 and is authorized under simplified acquisition procedures due to the determination that only Roche Diagnostics Corporation can provide the required test strips, as they are uniquely specialized and no alternative suppliers meet the specified quality and functional requirements. The government conducted market research and concluded that competition is not feasible, making this a justified sole source action under 41 U.S.C. 1901 and FAR 8.405-6(a)(1)(B). This notice serves as an opportunity for other potential vendors to submit evidence demonstrating their ability to fulfill the requirement, though no obligation to compete is created. Submissions must include a letter from the original equipment manufacturer verifying authorized distributor status and must be received by July 17, 2026, at 9:00 a.m. CST. All submissions will be reviewed solely to determine whether a competitive procurement should be pursued, and the government retains full discretion to proceed with the sole source award regardless of responses received. No costs will be incurred by the government as a result of submissions, and respondents are responsible for marking any proprietary or sensitive information. Subcontracting opportunities are not anticipated, and all correspondence must be directed to Contract Specialist Maria Orosco-Hofmann at maria.hofmann@va.gov.
