AI Contract Overview
The National Institute of Health, Clinical Center intends to award a sole source contract to Promega Corporation for the GloMax Discover System and Dual Injectors with Pumps under the solicitation number NOI-CC-OLAO-26-007847, citing statutory authority for other than full and open competition due to the uniqueness of the required equipment and the absence of alternative sources capable of meeting the agency's needs. This acquisition is critical to ongoing research efforts at the Clinical Center, where failure to obtain the specified instruments could disrupt time-sensitive experiments and result in the loss of already invested funds. The requirement is justified under 41 U.S.C. 253(c)(1) and FAR 6.302-1, as Promega is the only responsible source capable of fulfilling the technical and operational specifications essential to NIH-CC’s mission. Although this is not a request for proposal, all potential vendors may submit a capability statement by 12:00 PM Eastern Standard Time on July 23, 2026, to Valerie Gregorio at [email hidden] with the subject line referencing the solicitation number. The government will consider all responses received by the deadline but retains full discretion to proceed with a sole-source award regardless of submissions. The equipment will be delivered to and performed at the NIH-CC facility in Bethesda, Maryland, with no set-aside provisions applied and the NAICS code 325413 identifying the category as biological product and botanical product manufacturing.
