The contract involves a sole source, firm-fixed-price agreement awarded by the Air Force Flight Test Center at Edwards Air Force Base to Michigan State University. It aims to conduct research exploring the structure-property relationships of polyhedral oligomeric silsesquioxane (POSS) modified block copolymers using synchrotron X-ray analysis at the Advanced Photon Source (APS). The work includes non-personal services covering labor, materials, tools, and facilities. The contractor will prepare nanocomposite films from materials provided by the Air Force Research Laboratory (AFRL) and study the effects of mechanical and thermal external fields on the nano-structured materials through in-situ mechanical and thermal analyses such as tensile deformation and rheological measurements. Collaborative efforts between the AFRL and the contractor will establish material selection and testing protocols, supported by regular teleconferences to track progress. The contract follows Federal Acquisition Regulation Part 13 simplified acquisition procedures and is unrestricted under NAICS code 541710. Interested contractors were requested to submit technical quotes demonstrating their capability to meet the requirements by July 10, 2006, with an anticipated award date shortly thereafter. The solicitation emphasizes that the notice is not a solicitation for competitive bids but seeks information to determine whether competition is needed.
