Full Description

The Government intends to enter into a firm-fixed-price contract with LGS Innovations, LLC, 5440 Millstream Road, Suite E210, McLeansville, NC 27301-9274. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for a GPS Stratum Level 1 timing source at building 7643 (2nd BCT location), along with the Symmetricom TS-3000 GPS with external antenna for the new timing source utilized by the Network Enterprise Command (NEC). (See (1) attachment - Sole Source J&A) The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b), Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that LGS Innovations, LLC is the sole developer and provider of the present timing system. NAICS code for this procurement is 811213 and the small business size standard is $7.0M. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 3 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with LGS Innovations, LLC. Responses are due by 06 September 2011, 1000 (CST).
