The Mission and Installation Contracting Command at Fort Gordon, GA, plans to negotiate and award a sole-source contract to Evident, Inc. for the provision of Tactical Combat Forensic Kits equipped with digital cameras. Evident, Inc. holds proprietary rights to the tactical pouch, which uniquely provides access to fingerprint development and material collection supplies, making it essential for the U.S. Criminal Laboratory (USACIL) mission and validation. Alternative products do not meet the strict specifications or compatibility requirements with the existing validated forensic DNA science hardware used by USACIL, and switching to another vendor would result in significant additional costs for development and implementation. The contract will be awarded under the authority of FAR 13.501(a) for sole source acquisitions and will follow Simplified Acquisition Procedures under FAR Part 13 as well as Commercial Procedures under FAR Part 12. This announcement does not serve as a request for competitive proposals, and no solicitation will be issued. Interested parties must provide clear and convincing evidence showing that competition is warranted by demonstrating that Evident’s product is not proprietary and that alternative solutions would be advantageous to the government. Responses must be submitted in writing by 11:00 am on February 10, 2014; failure to receive affirmative written responses will result in an award without further notice. All communications must be written, as oral communications are not acceptable. The designated point of contact for this procurement is Justin Speering.
