The Mission and Installation Contracting Command (MICC) Contracts Division at Fort Hood, Texas, plans to award a sole source contract to Instrumented Sensors Technology (IST) for EDR-3DM1 Digital Data Recorders, used by the Army Airborne and Special Operations Test Directorate. The contract is justified under federal acquisition regulations allowing non-competitive awards when the government holds no technical data rights or design packages to support competition, and IST is uniquely capable of providing devices fully interoperable with existing government units. This ensures compatibility with current equipment, avoids costly retraining of electronic technicians, and prevents additional expenses related to maintaining multiple software systems. The contract will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a 36-month base period, classified under NAICS code 334519 for measuring and controlling device manufacturing. The government invites firms with technical capabilities to respond by a specified deadline, although no competition is guaranteed. This acquisition highlights the government's intent to maintain operational consistency, avoid disruption in testing capabilities, and leverage IST’s exclusive expertise as the original manufacturer of the required recorders.

Full Description

The Mission and Installation Contracting Command (MICC) - Contracts Division, Army Testing and Evaluation Command, Fort Hood, TX 76544 intends to award on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, to Instrumented Sensors Technology (IST), 4704 Moore St, Okemos, MI 48864 for EDR-3DM1 Digital Data Recorders. These Digital Data Recorders will be used by the United States Army Airborne and Special Operations Test Directorate (ABNSOTD) for upcoming tests. The Government does not possess a technical design package nor does it have the technical data rights/software license to support a competitive acquisition of the EDR-3DM1. The Government requires 100% interoperability between the on-hand EDR-3DM1 units and those acquired in this acquisition as they will be used in conjunction with each other. IST is the only manufacturer that has the experience, knowledge and equipment to successfully manufacture units that are 100% interoperable to those that are currently in use by the Government. The Government's Electronic Technicians are currently trained on the EDR-3DM1 thus eliminating the need to retrain on a second device. Maintaining commonality will prevent the loss of test data and having to maintain two different types of software, which will add an additional cost to the Government. This requirement will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one 36 month base period. The North American Industry Classified System (NAICS) code for this acquisition is 334519, "Other Measuring and Controlling Device Manufacturing" with a small business size standard of 500 employees. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon the responses to this notice, is solely within the discretion of the Government. If you feel your firm possess the ability to provide these supplies, you must respond by demonstrating your firm's technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further notice. Detailed capabilities must be submitted to the email address provided below no later than 27 August 2012, 12:00 pm Central Daylight Time. POC for this notice is Nikki Smith, email: contact@example.gov.
