Issued on May 5, 2004, this contract involves the procurement of one Shock and Vibration Laboratory Data Collection and Processing System (DCAPS), which includes field service installation and checkout. The work must be performed in accordance with the Statement of Work and Technical Review Document. The anticipated award date for this project was July 21, 2004, under solicitation number FA8201-04-R-0060. The contract was designated as a sole source procurement awarded to DSPCon Inc. of Bridgewater, New Jersey. This determination was made under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, as the government determined that the required supplies and services were available from only one responsible source. This approach was justified to avoid substantial duplication of costs and unacceptable delays in fulfilling agency requirements, particularly since the government did not own the necessary data rights to solicit the item from other sources.
