66--Sole Source Water‑Quality Monitoring System

The Department of the Interior’s Acquisition Management Division, through the Bureau of Safety and Environmental Enforcement (BSEE), is issuing a noncompetitive order under GSA Multiple Award Schedule Contract 47QSMS26D0027, SIN 334519ENV, to procure a turnkey continuous real-time water-quality monitoring system for use at the Ohmsett facility. The acquisition is structured under the Simplified Acquisition Threshold of $350,000 and is justified as a sole source due to the unique technical requirements that only Hach, the incumbent GSA schedule holder, can meet. The system must provide multi-parameter monitoring including pH, conductivity/salinity, turbidity, dissolved oxygen, chlorine/chloramine, and ammonia, with integrated SCADA connectivity via Modbus TCP/IP or OPC-UA protocols, automated fouling mitigation, and self-cleaning functionality.
