AI Contract Overview
The U.S. Department of Energy’s National Energy Technology Laboratory is soliciting quotes for a Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) and Differential Scanning Calorimeter (DSC) 3+ under a total small business set-aside, with the North American Industrial Classification System code 334516. The requirement is strictly limited to small business concerns as defined by the 1000-employee size standard, and only quotes from verified small businesses will be considered. The brand name specification for Mettler Toledo equipment is justified due to its integration with the existing STARe proprietary software infrastructure at the laboratory, ensuring data consistency, compatibility, and operational reliability across current systems. The procurement follows the Revolutionary FAR Overhaul Part 12, with deviations accepted, and applies standard commercial product clauses including FAR 52.212-1 and 52.212-4. Vendors must submit quotations using the SF-1449 form via the FedConnect portal by the deadline of August 18, 2026, and must include completed Representations and Certifications either directly in their submission or through an updated SAM.gov profile. To be eligible, vendors must be approved and authorized resellers of Mettler Toledo as of the quote submission date and must quote all items listed in the solicitation. Evaluation will be based on technical acceptability and lowest firm-fixed price. Supporting documentation including descriptive literature, technical specifications, and warranty information must accompany each quote. The Government reserves the right to verify vendor authorization and product compliance, and will not consider submissions received outside FedConnect or past the response deadline. All inquiries must be submitted electronically through FedConnect within five business days of the solicitation issuance, and no phone inquiries will be accepted. The award is expected to be a single contract, and all communications, including responses to questions, will be posted publicly on FedConnect without identifying the source.
