The Jamaica Plain VA Medical Center/VA Boston Healthcare system intends to sole source the procurement of the Philips Picture Archive and Communication System (PACS) software and related hardware from Philips Medical System. The contract involves the purchase and installation of the Philips PACS Clearstream 12.2 software, designed to support up to 7,500 exams annually, along with various specialized software packages and unlimited reading licenses tailored for specific exam capacities. The hardware components include three HP Z4 Power Workstations and corresponding display monitors, with some units installed immediately to support current system administration needs and others designated for future deployment in the Neuroscience Building. The contract also covers extensive professional services such as project management, technical implementation, application consulting, custom advanced training, and image network consulting, accompanied by a five-year service agreement. The procurement strictly prohibits the use of gray market or remanufactured items, requiring the vendor to be an original equipment manufacturer (OEM) or an authorized representative to ensure compliance with OEM warranty and service standards. Delivery of unauthorized products would constitute a breach of contract, allowing the VA to enforce remedies including contract termination or requiring replacement of nonconforming items at no cost. While this is a notice of intent to sole source, the government invites capable sources to submit capability statements by a specified deadline, with the final decision on competition discretionarily held by the VA. The contracting officer for this notice is Linda Buccigrossi, and all communication must be submitted via email.
