The Department of Veterans Affairs, Atlanta VA Medical Center, plans to negotiate a sole source contract with COSMED USA Inc. for the K5 FDA Wearable Metabolic Technology to support ongoing research in exercise rehabilitation for veterans with heart and vascular diseases. This technology is critical as it allows for wireless metabolic testing, including measurements of VO2, heart rate, energy expenditure, and ECG, enabling researchers to assess veterans' functional status during ambulatory exercise that closely reflects real-life conditions. The Atlanta VA CVNR initially acquired the K5 system in 2018, and maintaining data consistency in current studies necessitates continued use of this specific equipment. COSMED USA Inc. is recognized as the sole distributor of the K5 technology in the United States, justifying the sole source approach under FAR 6.302-1. While this notice does not seek competitive proposals, the VA invites any capable Original Equipment Manufacturer, authorized dealer, distributor, or reseller able to meet the requirements to submit a capability statement by September 17, 2021. Responses will inform the government’s decision regarding competition, but final discretion rests with the VA. The contract opportunity is managed by the Rpo East office of the VA, with the contract specialist Shannon Hukriede serving as the point of contact. The contract relates to NAICS code 334510 and focuses on procuring portable metabolic systems to advance medical research benefiting veterans.
