The Department of Veterans Affairs, through its Network Contracting Office 07, intends to award a sole source, firm-fixed price purchase order to JMG Veteran Contracting LLC for the lease of a USP 797 and 800 compliant Modular Pharmacy Cleanroom. This cleanroom will be utilized by the WJB Dorn VA Medical Center’s Pharmacy Services in Columbia, South Carolina. The contract will cover one base year with an option to extend up to six months. The award is anticipated around February 6, 2023, with the cleanroom required by March 15, 2023. The existing contract with JMG Veteran Contracting LLC is expiring on March 14, 2023, and the new lease is necessary to avoid disruptions in patient care during ongoing construction at the facility. Given that competing this requirement would cause unacceptable delays and additional costs, the government has determined that only the incumbent contractor can satisfy the agency’s needs. This action is taken under the authority of FAR 13.5 and 41 U.S.C. § 1901, which allows for simplified procedures and sole source awards when no other supply or service will meet the requirement. Although this notice is not a request for quotations or proposals, the agency invites capable sources to submit capability statements, which will be considered in deciding whether to conduct a competitive procurement. Responses must be submitted by January 19, 2023, and any costs associated with responding are the responsibility of the sender. The contract falls under NAICS code 532490 with a small business size standard of $40 million. The point of contact for this procurement is Contract Specialist Lasonja Harvey.

NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is not a request for quotations, proposals, nor bids. The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 1826 Veterans Blvd. Dublin GA hereby provides notice of the Government s intent to award a sole source firm-fixed price purchase order to JMG Veteran Contracting LLC located at 7235 E. Hampton Ave, Mesa Arizona for the lease of one USP 797 and 800 compliant Modular Pharmacy Cleanroom for use by the WJB Dorn VA Medical Center, Pharmacy Services in Columbia South Carolina. The term of the award will be for one base year with the option to extend up to six months. The anticipated award date is February 6, 2023 with the equipment need date of 3/15/2023. The NAICS code for this requirement is 532490 and the small business size standard is $40.0 Million. The proposed award is being executed in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items as authorized by 41 U.S.C. § 1901 and implemented by FAR 13.106-1(b)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The facility is currently using a USP 797 and 800 compliant Modular Pharmacy Cleanroom which is contracted through JMG Veteran Contracting LLC. The current contract is due to expire on 3/14/2023 and a new contract for a modular pharmacy cleanroom is required to avoid interruptions to patient care while construction is completed on the facility s existing cleanrooms. Competing this requirement would result in unacceptable delays and interruption to existing patient care schedules. Additionally, a new solicitation would result in a duplication of cost to the government that is not expected to be recovered through competition. Based on these considerations, it is in the best interest of the government to award a firm-fixed price purchase order to the incumbent, JMG Veteran Contracting LLC for the new requirement. This is NOT a request for quotes, proposals, nor bids and the determination not to compete this requirement is solely within the discretion of the Government. All responsible sources may submit a capability statement which shall be considered by the agency. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Responses to this Notice of Intent should be e-mailed to the Contract Specialist, Lasonja Harvey at contact@example.gov and please indicate in the subject line of your e-mail: Notice of Intent 36C24723Q0276 Modular Pharmacy Cleanroom. Responses must be received no later than 3 PM ET, January 19, 2023 to be considered by the agency.
