Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a one-time purchase with T. J. Snow CO., Inc, 120 Nowlin Lane, Chattanooga, TN 37421 for a new Horn Style SlimLine Press Type Spot Welder, air-operated and water-cooled for the Pittsburgh VA Healthcare System, Human Engineering Research Lab (HERL). T. J. Snow CO., Inc., is a small business and the OEM for the Horn Style Spot Welder required. This resistance welder is the only model with the hand finger safety fail system. The resistance-welding machine will enhance HERLs ability to create high quality sheet metal assemblies quickly and will complement existing CNC equipment for cutting and bending sheet metal. Given how many unique parts HERL fabricates, flexibility in terms of part geometry, material, and thickness are paramount for maximizing utility of the machine. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 333992 with a 1250 Employee size standard. The PSC is 6640. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. Interested persons may contact the Contracting Officer via email at contact@example.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
