The Department of Veterans Affairs, through Network Contracting Office 2, intends to award a sole source, firm fixed price contract to San Diego Instruments, Inc. for the procurement of two SR-LAB Startle Response/Tremor Monitor Systems and associated components to support a VA Merit-funded research project focused on the cognitive phenotypes of emotion regulation and suicide risk in Veterans with traumatic brain injury. The equipment must be fully compatible and seamlessly integrated with an existing SR-LAB system previously acquired under contract 36C24E19P0127, and no third-party components are acceptable due to proprietary technical constraints. San Diego Instruments, Inc. is the sole manufacturer capable of supplying compatible equipment, justifying a sole source acquisition under FAR provisions. Delivery is required within 45 days of order placement to the VA New Jersey Health Care System’s Logistics Receiving Warehouse at 385 Tremont Avenue, East Orange, NJ 07018. This notice serves as a preliminary step to solicit capability statements from potential suppliers, though no formal solicitation or competitive process is currently active. Interested parties must submit written responses by July 7, 2026, at 4:00 PM EDT to Contracting Officer Myra F. Green at Myra.Green2@va.gov, clearly demonstrating the ability to meet the exact technical specifications for integration with the existing system. The procurement is classified under NAICS code 334516 and PSC 6640. Absence of solicitation documents, evaluation factors, pricing details, inspection criteria, or contract clauses reflects its status as a pre-solicitation notice intended solely to confirm exclusivity prior to finalizing a sole source award.
