The Department of Veterans Affairs Cleveland Medical Center plans to acquire a specialized ultrasound imaging system through a sole source procurement process, in accordance with FAR 13.106(b)(1)(i). This approach is based on the determination that only one source, Scintica, Inc., is reasonably available to meet the requirement. The targeted system, the Prospect T1, is a high-frequency, tablet-based ultrasound device designed specifically for in vivo preclinical imaging of small animals such as mice and rats. It offers high-resolution imaging up to 30 microns and provides advanced real-time monitoring of hemodynamics and anatomical structures, making it suitable for research and diagnostic use in veterinary and medical settings. The solicitation under NAICS code 334510, which carries a small business size standard of 1,250 employees, is not currently open for competition. However, interested parties with the capability to provide this equipment may express their interest and submit relevant information by a specified deadline for government consideration. This input will be used solely to determine whether the procurement will remain a sole-source action or be opened to competition. All inquiries and responses must be submitted via email to the designated point of contact, Rachelle Hamer, by May 8, 2023, with no costs or obligations to the government attached. The government holds full discretion over whether to proceed with a competitive solicitation based on the responses received.
