NASA/LaRC has a requirement for a FLIR SC8000 High Speed Infrared Camera.NASA/LaRC intends to purchase the items from FLIR Systems, Inc. This camera will add asignificantly improved resolution capability to a currently existing FLIR system. Inorder to maintain data uniformity and be compatible with current and future FLIR systems,a FLIR based system is required. No other vendor can support the existing hardware,software and knowledge base. It would take substantial duplication of resources and timefor another source to provide a similar camera, and this additional expense is notexpected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/06/2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
