This solicitation seeks a small business contractor to provide an ultra-high speed video camera for delivery to Aberdeen Proving Ground, Maryland, by January 20, 2012. The required equipment must be a non-intensified, transportable camera weighing 20 pounds or less, featuring frame rates of at least 1,000,000 FPS with a resolution greater than 256 x 256. Key technical specifications include exposure times under 250 nanoseconds, Ethernet compatibility for remote interface, Nikon F mount lens compatibility, and the ability to record for at least 50 microseconds at maximum frame rate. The government will award the contract based on best value, evaluating technical specifications, past performance, and price. While meeting all salient characteristics is the primary requirement, higher light sensitivity is considered a valuable technical advantage. Past performance will be assessed via three sales records from the previous 12 months. Technical capability and past performance are weighted as significantly more important than price. Proposals are due by December 15, 2011.

The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. In addition, the technical element of the evaluation will be based upon how much light sensitivity the offered camera provides, with more light sensitivity being more valuable to the Government's mission. The Government reserves the right to select an offer that provides the best value with respect to light sensitivity versus price. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Meeting all of the performance characteristics in the Salient Characteristics is significantly more important than the level of light sensitivity of the camera. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Price will be evaluated based on the total proposed price, including options, (if any). Technical (inclusive of light sensitivity) and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
