The US Army Corps of Engineers, Jacksonville District, intends to award a sole-source purchase order to VideoRay, LLC, located in Phoenixville, PA, for specific parts related to the BlueView P900-45 sonar skid assembly and accessories. This procurement is justified under FAR 6.302-1(a)(2) due to the unique capability of VideoRay’s product, which integrates a 2D Forward Looking Sonar with the USACE’s existing Pro 4 CD 300Se Remote Operating Vehicle (ROV). The P900-45 model offers a 45-degree field of view and visibility up to 180 feet, measures 7 by 4 inches, and weighs only 1 pound in water, enabling enhanced underwater operation in zero visibility conditions without interfering with the ROV’s performance. The equipment comes with Windows-based software pre-installed on the USACE computer, allowing immediate operational use upon delivery to Clewiston, Florida. This notice clarifies that it is not a request for proposals and that no solicitation will be issued. It serves to inform potential interested parties and gather input solely to assess whether a competitive procurement might be necessary. Responses were to be submitted by September 29, 2011, to the designated USACE contact. The procurement falls under NAICS Code 333315, with a size standard of 500 employees, emphasizing the specialized nature of the goods and the noncompetitive acquisition approach due to the limited number of sources capable of meeting these technical and operational requirements.
