The U.S. Army RDECOM Contracting Center, Natick Division, plans to award a firm fixed price purchase order on a sole source basis to HDT EP, Inc. for a new 6-ton Environmental Control Unit (ECU) designed to replace the existing 5-ton ECU used by the Army Combat Support Hospital. This unit addresses the critical need for enhanced cooling capabilities in high heat environments while maintaining the same power consumption, weight, and size as the current 5-ton model. Unique to this unit is its chemical and biological warfare agent protection capability, which is essential for field hospitals, and is not found in other commercial systems with similar specifications. HDT EP, Inc. is the only known provider of this specific configuration, supported by the Army's advanced market research which has found no other commercial units meeting these strict performance requirements. The contract is being awarded without full and open competition under the authority that only one responsible source is available to meet the agency’s needs. The Army Medical Materiel Development Activity has funded the testing of this unit through NSRDEC, which is recognized as the Army’s leader in expeditionary base camp and collective protection technology. To foster future competition, a performance specification will be developed after testing and evaluation, allowing other contractors who meet the requirements to compete. Interested parties may express their interest by the specified deadline. The contracting office responsible is located in Natick, Massachusetts, and the point of contact is Greg Wilson, Contract Specialist.

Full Description

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: HDT EP, Inc., 5455 Route 307 West, Geneva OH. 44041 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: The Army Medical Materiel Development Activity has requested and funded NSRDEC to conduct testing of a new commercially available Environmental Control Unit (ECU) that will provide enhanced capability of their existing 5-Ton ECU. The existing 5-ton unit is not able to maintain the required internal temperatures in high heat environments so additional cooling is needed. The new HDT 6-Ton ECU is unique in that it provides a full extra ton of air conditioning capacity at the same power draw (15KW) as the existing 5-Ton unit at reduced weight and cube. The Army Combat Support Hospital has the unique requirement of providing protection from chemical and biological warfare agents and this new energy efficient, high capacity unit also has that capability which is not found on other commercial air conditioning systems with these physical properties. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): NSRDEC is the Army leader in expeditionary base camp and collective protection technology (that includes air conditioners) so is highly knowledgeable about existing and emerging commercial and military systems. The specified air conditioner is the only known unit that provides the cooling power needed for collective protection field hospitals without an increase in power, weight or cube for Army Combat Support Hospitals. This particular configuration of interest is only available from HDT, Inc. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market investigation of CB Hardened ECU candidates is continually ongoing through interactions with contractors at exhibitions, web searches, and personal interactions. No other company currently has a unit meeting the required specifications 5) Any other facts supporting the use of other than full and open competition: N/A 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: In the future, after completion of testing and evaluation a performance specification will be prepared. This performance specification will enable future competitive performance should other contractors have the ability to meet the requirements. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: contact@example.gov no later than 8:00 a.m. on August 1, 2011. Contracting Office Address: RDECOM Contracting Center - Natick CCRD-NA-SU, Natick Contracting Division Kansas Street, Building 1 Natick, MA 01760-5011 Point of Contact: Greg Wilson, Contract Specialist contact@example.gov
