NASA Kennedy Space Center intends to procure 21 30-gallon drums of Dibrom 14, an adulticide used for mosquito control in outlying areas, including Launch Pads and Launch Complex 39. This specific chemical is required because it is the only substance the Brevard County Mosquito Control District is licensed to spray in these areas and is necessary to avoid corrosiveness issues with flight hardware. While NASA provides the chemical, the Brevard County Mosquito Control District provides the aircraft and equipment necessary for application under a multi-agency agreement. The government intends to purchase this commercial item from Adapco, Incorporated of Sanford, Florida, as they are the sole authorized distributor for the state of Florida. This procurement is being conducted under FAR Part 12. Interested organizations were invited to submit their capabilities and qualifications by April 4, 2007, to determine if the procurement would be competitive or awarded on a sole-source basis.

Full Description

National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) has a requirement for 21, 30-gallon drums of Dibrom 14 to control mosquitoes in outlying areas of KSC, where the use of aerial equipment is necessary to apply chemicals to areas impossible to spray without an aircraft. Dibrom 14 is supplied annually by KSC to the Brevard County Mosquito Control District (BCMCD) in accordance with the Mosquito Control Agreement between KSC, Air Force Eastern Test Range, US Fish and Wildlife Service (USFWS), and Brevard County. AMVAC Chemical Corporation, the manufacturer of Dibrom 14, has verified that Adapco, Incorporated of Sanford, Florida is the sole distributor of this product for the state of Florida. Other authorized distributors are prohibited from distributing the product beyond their state or assigned territory. KSC intends to purchase the 21, 30-gallon drums of Dibrom 14 from Adapco, Incorporated of Sanford, Florida. Dibrom 14 is an adulticide used to control mosquitoes. There are several areas at the Launch Pads and Launch Complex 39, where normal chemicals used at KSC cannot be sprayed due to chemical corrosiveness and flight hardware. Moreover, these areas are also very large and impossible to spray without an aircraft, which KSC does not possess. The Mosquito Control Agreement provides the equipment (aircraft) to spray large areas of water in the KSC area to control mosquitoes without having to spray directly around the pads. KSC procures and supplies the Dibrom 14 to BCMCD for spraying. Dibrom 14 is the only chemical that can be used, because it is the only chemical BCMCD is licensed to spray in the KSC and impound areas. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM EST on Wednesday, April 4, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Any referenced notes may be viewed at the following URLs linked below.
