The government plans to award a sole source purchase order to Clark Mosquito Control for 240 bags of Vectobac G larvicide, each weighing 40 pounds, to be used at MacDill Air Force Base. This decision is justified under FAR 6.302-01, citing that Clark Mosquito Control is the only responsible source able to meet the agency’s requirements due to its status as the sole distributor for Vectobac G, a product manufactured by Valent BioScience Corporation. Vectobac G was specifically approved for use at MacDill AFB because of its low active ingredient concentration and its effective week-long larvicidal action. The aircraft conducting aerial mosquito larval surveillance and treatment at the base’s southern quadrant has been calibrated exclusively for dispersing Vectobac G pellets, further supporting the single-source procurement. This procurement is a firm fixed-price contract and is a 100% small business set-aside under NAICS code 325320, with a size standard of 500 employees. The announcement serves as the sole solicitation, with no formal written solicitation to be issued; proposal responses are requested by the specified deadline, after which the award will be made if no responses are received. The purchase follows the contracting provisions and clauses effective as of September 2007. Questions regarding the notice are directed to the contract specialist Ms. Tina Lopez at the provided contact information.
