68 -- Rejex-It Bird Repellant

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3H0G17227A001 is issued as a request for quotations from ONLY Small Businesses. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20. The NAICS Code is 325320 and the size standard is 500 employees. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of the following: This contractor shall provide: Four (4) 55 gallon barrells of Rejex-it Fog Force for Offutt AFB, Nebraska. *NOTE- The repellant must be able to be delivered in 55 gallon drums to economize space and maximize the use of current equipment. Brand name justification: Rejex-it Fog Force bird repellant (available thru several small businesses) is the only brand to meet the government?s requirement. Rejex-it Fog Force is the only bird repellant on the commercial market that can be converted to fog in a thermal fogging machine. Through transforming the liquid into a fog, allows the chemical to cover a larger area. It takes about six ounces to cover an acre. Offutt has over 400 acres to cover so we need twenty plus gallons per application for the entire airfield. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database by Tuesday, 25 September 2007, at 12:00 pm (CST) will make a offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their CCR Registration. Offutt Air Force Base is exempt from paying state and local taxes on purchases that it makes per the United States Constitution. Nebraska Revised Statutes, Sec. 77-2704.02 and Nebraska Sales and Use Tax Regulations 1-12 and 1-72 implement this policy and are applicable to this purchase. The Nebraska Form 13, Nebraska Resale or Exempt Sale Certificate, is applicable to exempt taxes for contracts for services and commodities and labor on construction projects. 55 CONS can not provide signed Nebraska Forms 17, Purchasing Agent Appointment and Delegation of Authority for Sales and Use Tax, to exempt State taxes for construction contract materials. Therefore, for construction only, per FAR 52.229-3 or 52.229-4, applicable Nebraska State tax costs for materials should be included in the bid/proposal submitted by the offeror/contractor.
