AI Contract Overview
The Department of Veterans Affairs, Network Contracting Office 19, intends to award a sole source contract to General Distributing Co., a small business located in Great Falls, Montana, for medical gas and cylinder rental services under FAR 12.102(a). This action is required to maintain uninterrupted supply of critical medical gases to the Montana VA Health Care System during ongoing VISN IDIQ litigation, as the VA lacks the capability to produce medical gases internally and any disruption would directly impact patient care across clinics, wards, surgery, and pharmacy operations. The base period of performance runs from August 1, 2026, through October 31, 2026, with two optional three-month extensions through April 30, 2027, each structured as a separate contract line item with “Not to Exceed” pricing. The contract is governed by FAR Clause 52.217-8 to permit potential extensions if needed. The NAICS code is 325120 with a small business size standard of 1,200 employees, and General Distributing Co. is confirmed as a small business with a history of providing these services under an existing emergency bridge contract. No competitive solicitation is being conducted; this is a notice of intent to sole source, and responses from other potential providers are invited solely to confirm whether competition exists, with no guarantee of award or reimbursement for submission costs. All responses must be submitted via email to the designated contracting officer by 10:00 AM Mountain Time on July 23, 2026, and must include documentation such as specifications, cut sheets, brochures, or capability statements demonstrating the ability to meet the government’s need. Pricing details, packaging requirements, inspection criteria, and payment terms are not specified in the notice, and no formal evaluation factors or scoring methodology apply due to the non-competitive nature of the procurement. The place of performance is the Montana VA Health Care System, with deliveries expected to be made directly to its facilities, and no FOB terms, accounting codes, or subcontracting plan requirements are outlined. The contracting officer, Noaa Lanotte, is the sole point of contact for submissions and inquiries.

Full Description
The Montana VA Health Care System requires a short-term bridge contract for medical gas delivery and cylinder rentals. The base period of performance will be from August 1, 2026, through October 31, 2026. The contract will include two (2) 3-month option periods. FAR Clause 52.217-8 will be included in the event additional time is required for the VISN IDIQ contract. The Montana VA Health Care System does not have the capabilities to produce/manufacture medical gases on its own and there is a need to continue receiving medical gases and cylinder rentals on a continual basis to prevent disruption of these critical healthcare supply and services for clinics, wards, surgery, and pharmacy services. Any delay in supplying these medical gases could negatively impact the operations of the healthcare system. General Distributing Co., a small business, has been providing the required supplies via an emergency bridge contract. To avoid any disruption during the ongoing VISN IDIQ litigation, another short-term contract is necessary to ensure the ongoing supply to the Montana VA Health Care System from the current vendor. The associated North America Classification Systems (NAICS) Code is 325120 and the Business Size Standard is 1,200 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 10:00 AM Mountain Standard Time, Thursday, July 23, 2026. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. Responses to this notice are to be sent to Noaa.Lanotte@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
