The U.S. Army at Fort Carson, Colorado, plans to negotiate a sole-source purchase order with VinylWorks, Inc. for Military Working Dogs Obstacle Course Training Equipment, which is essential to meet the mission needs of the Directorate of Emergency Services. This equipment supports the mandatory obedience course required by AR 190-12 to maintain canine agility and certifications. The contract includes equipment items such as hurdles, A-frames, dog walks, stairways, window hurdle obstacles, tunnels, and various sizes of barrels. The procurement will proceed under a firm-fixed price arrangement and is being conducted as a sole-source acquisition due to the unique availability of the product from this single manufacturer. This purchase falls under the NAICS code 326199 with a small business size standard of 500 employees and will use Simplified Acquisition Procedures without full and open competition, justified under FAR 13.106-1(b)(1). Although this notice is not a solicitation for competitive quotes, any firm claiming the capability to fulfill the requirements may submit written notification and supporting evidence by the specified deadline. The government reserves the right to evaluate such responses but may still proceed with the sole-source negotiation if no qualified competitors emerge. Responses are to be submitted electronically by 4:00 p.m. Mountain Standard Time on March 1, 2013.
