The U.S. Army Program Executive Office for Simulation, Training & Instrumentation, working with NAVAIR Orlando's Training Systems Division, plans to solicit proposals for the Flight School XXI (FSXXI) Simulation Services contract. This contract will support helicopter training at the U.S. Army Aviation Center at Ft. Rucker, Alabama. The acquisition strategy involves an "Award Term" "Requirements" contract where the selected contractor will be responsible for providing all necessary training equipment, operational and logistical support, implementing technology upgrades, and maintaining simulation systems that reflect the latest aircraft hardware and software configurations. The solicitation will be issued as a full and open competition with award decisions based on a best value trade-off analysis under the NAICS code 541330, with a size standard of $20 million. The request for proposals will be made available electronically around June 4, 2003, with a Pre-proposal Conference and site survey scheduled at Ft. Rucker on June 10, 2003. Industry participants are cautioned that this requirement is currently unfunded beyond a $1 million allocation for FY03 preparatory services, although funding requests for FY04 through FY09 list the project as a high-priority unfunded requirement. Consequently, contractors must submit proposals at their own financial risk, as the Government will not reimburse any bid or proposal expenses. All inquiries and correspondence are directed to the Contracting Officer, Mr. Larry J. Grauert.

The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO-STRI, formerly STRICOM), in conjunction with NAVAIR Orlando, Training Systems Division, intends to issue a solicitation for simulation services for helicopter training at the U.S. Army Aviation Center, Ft. Rucker, AL. This program has been designated "Flight School XXI (FSXXI) Simulation Services". An "Award Term" "Requirements" contract is the contemplated acquisition strategy. The successful FSXXI Simulations Service contractor will be responsible for: providing all training equipment, providing operational and logistical support, implementing technology upgrades, and ensuring that simulation services are current with the latest aircraft HW/SW configurations. This procurement will be solicited on an unrestricted basis using full and open competition with contract award based on a best value "trade-off analysis". The North American Industry Classification System (NAICS) Class Code is 541330 (former SIC Code 8711). The size standard is $ 20 million. The RFP will be available electronically at: www.ntsc.navy.mil/EBusiness/BusOps/Acquistions/Index.cfm?client=stricom&men=OPA on or about 04 Jun 03. A Pre-proposal Conference/site survey will be held at Ft. Rucker, AL on or about 10 Jun 03. The Army's FY04 - FY09 funding request shows FSXXI Simulation Services as an unfunded requirement with a high priority to be funded. Contractors must proceed at their own risk. The Government will not, under any circumstances, pay for any B&P costs for contractors who choose to prepare proposals in response to issuance of an RFP. Direct all correspondence to the Contracting Officer, Mr. Larry J. Grauert, at: +1 (555) 000-0000 or e-mail: contact@example.gov.
