Solicitation # FA3002_FMS_C208_PC12_SMT
The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. This effort is currently a Sources Sought notice under NAICS 611512 and does not yet constitute a formal request for proposal or a contractual obligation.

The Naval Air Systems Command Patuxent River is conducting market research to identify potential sources for the development of high effective radiated power threat simulators. These simulators are intended for use at U.S. Navy training ranges to accurately replicate modern, multiple target tracking electronically scanned array air defense radars for aircrew training. The government is performing an analysis of alternatives to evaluate candidate systems based on metrics such as frequency range, pulse repetition interval, beamwidth, and portability, with a specific interest in ultra wideband RF technology that can match actual radar power levels. Interested companies must provide detailed information regarding their capabilities, experience with electronic warfare threat simulators, and whether they can offer commercial or non-developmental items that can be modified to meet requirements. This request is for information purposes only and does not constitute a Request for Proposal or a commitment to award a contract. Responses must be limited to five pages plus brochures and submitted to the designated point of contact by the specified deadline.

Full Description

The Naval Air Systems Command (NAVAIRSYSCOM) Patuxent River is seeking information from potential sources regarding high effective radiated power threat simulator development at U.S Navy training ranges. The intended use of this technology is to accurately simulate modern, multiple target tracking electronically scanned array air defense radars in support of aircrew training. This request is for INFORMATION PURPOSES ONLY. The intent is to support an analysis of alternatives (AOA) that would encompass requirement definition and the use of a systems engineering process to evaluate candidate systems. The AoA will examine the metrics including: effective radiated power, frequency range, pulse repetition interval (PRI) and PRI patterns, intrapulse modulations, simulation of multi-target tracking capability, beamwidth, gain, beam scan parameters, sidelobes, portability, programmability, etc., that meet the high - fidelity requirements for the U.S. Navy threat radar simulators. Wide radio frequency (RF) range is of great interest to cover the maximum possible number of radar types with one simulator with an objective of matching the actual radar effective radiated power levels. Incremental increases in capability are desirable if its spreads the procurement costs across several years but yields useful initial capability. Actual aircraft tracking capabilities may not be necessary if the simulator can accurately replicate the transmissions and multiple target tracking capability of modern air defense radars, and can point beams accurately at tactical aircraft using Tactical Combat Training System track data. Companies responding to this request should provide detailed information on their capabilities and experience to Richard Egan, Code 4.5.5, 48110 Shaw Road, Suite 3122, NAS Patuxent River, MD 20670-1906. Interested companies are requested to provide the following information: Company point of contact, address and phone number; EW system description to include weight, size, power, and performance capabilities; data format (s); available timeframe and a description of current or past efforts in EW threat simulators against airborne targets and/or ultra wideband RF technology especially at high - fidelity effective radiated power levels. Respondents must clarify if their organization can provide commercial or non-developmental/prototype items that could be modified to meet NAVAIRSYSCOM requirements. Written responses are to be limited to five pages plus pre-printed brochures. Submit responses/brochures any time on or before XX September 2006. All proprietary portions of the submitted responses should be clearly identified and will be treated with the strictest of confidence. Proprietary information MUST be marked as such, on a page-by-page basis. Please reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Written responses are not restricted in any way to any particular entity. Historically Black Colleges and Universities, Minority Institutions, Tribal Colleges and Universities, and small, HUBZone small disadvantaged, 8(a), or a large business. Please address all technical questions to Mr. Richard Egan, Code 4.5.5, +1 (555) 000-0000. This announcement is NOT a Request For Proposal nor does the Government intend to pay for any information/items submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be published separately in FedBiZOpps.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
