The United States Property and Fiscal Office for Connecticut plans to award a sole source, firm fixed price contract to Meggitt Training Systems, Inc., based in Suwanee, Georgia, for a turn-key solution and upgrade to pistol range pop-up targets located in East Haven, Connecticut. The contract includes the supply of specific parts such as UPG-AA8-1, RZ9, and Dipole Antenna Kits, which are compatible with existing AA8 Stationary Infantry Targets also manufactured by Meggitt Training Systems. These products operate using RM9000 and TRACR software. Meggitt Training Systems holds exclusive manufacturing rights, with no other sources offering compatible equipment, justifying the sole source procurement under the Other than Full and Open Competition guidelines in FAR 13.106-1(b). This procurement approach reflects the agency’s determination that only Meggitt Training Systems can meet the technical and compatibility requirements necessary for the upgrade, precluding competition. Interested parties are notified that this is not a solicitation for proposals, and telephonic inquiries are not permitted. However, any comments or requests to demonstrate the potential advantage of future competition must be submitted by email by the stated deadline. The contract supports the Department of Defense’s ongoing efforts to maintain and enhance training facilities with specialized, proprietary equipment critical to operational readiness.
