Full Description

TH-57 Operational Flight Trainer (OFT) GTN-650 Integration effort. The TH-57 OFTs, located at Naval Air Station (NAS) Whiting Field, FL, are used to train Student Naval Aviators in helicopter fundamentals. As a result of an aircraft Engineering Change Proposal (ECP), a modification to the navigation and communications suite of the TH-57 OFTs is required. This will be accomplished by installing and integrating the Garmin GTN-650 into the OFTs. The effort, which corresponds with the aircraft retrofits, will start in calendar year (CY) 17 and complete in CY20. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL negotiated, on a sole source basis, with Flight Safety International (cage code 31866) of Broken Arrow, OK, a delivery order under the Training Systems Contract III (TSC III) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the subject effort. Per the authority under FAR 16.505(b)(2)(i)(D), an order can be issued on a sole source basis if the order is satisfying a minimum guarantee.
