The Department of Veterans Affairs, through its Veterans Health Administration Network Contracting Office 6, plans to award a sole-source, firm-fixed-price contract to Intelligent Ultrasound North America for the procurement of an ORSIM Simulated Bronchoscope system. This one-time award is justified by the fact that Intelligent Ultrasound North America is the sole supplier capable of providing the specialized hardware and software required by the Richmond VA Medical Center. The contract, with an estimated value of $24 million under NAICS code 611710 for Educational Support Services, covers the ORSIM hardware package (including a laptop, carry case, and simulated bronchoscope), software (ORSIM bronchoscope and pulmonology module), and a 24-month support and warranty agreement. This procurement will support critical medical training without the delays or additional costs that would be incurred through competitive solicitation. Although the contract will be awarded without competition effective April 3, 2023, the VA has allowed a brief period for other interested parties to submit capability statements within three calendar days of the announcement. However, no solicitation will be issued, and this notice does not obligate the government to purchase the items. Interested firms must specify their business classification and ownership status, and any proprietary information submitted must be clearly marked, with no payment provided for such submissions. The contracting office’s point of contact is available via email for correspondence, although telephone inquiries will not be accepted.
