6BDE JCLC Island Venture

This contract supports the JCLC Island Venture event from June 7 to June 12, 2026, requiring the contractor to provide all necessary non-personal services, including personnel, equipment, supplies, transportation, facilities, and supervision for 110 cadets and 30 cadre. The scope encompasses comprehensive lodging, meals, hydration, snack service, facility access for training activities such as the ropes course, rappel tower, archery range, pool, and lake, along with eight fully operational golf carts for cadre use, and a 24/7 medical first aid station with RN staffing and AED equipment. All services must comply with strict performance standards outlined in the Performance Work Statement and Quality Assurance Surveillance Plan, including food safety requirements per DA PAM 30-22, meal service timing, and 100% availability of equipment and facilities. The contract is structured as a Firm Fixed Price acquisition under FAR Part 12, with pricing to be submitted by offerors through CLINs for each service component, though no unit or total values are pre-filled. Performance is to occur at Fort Knox, Kentucky, with inspection and acceptance also conducted there, despite a misleading reference to San Sebastian, Puerto Rico, which is not applicable. Offerors must hold a valid Unique Entity ID and CAGE code, represent their size and socioeconomic status accurately, and comply with numerous FAR and DFARS clauses related to labor standards, affirmative action, trafficking prevention, paid sick leave, environmental sustainability, payment requirements, and prohibitions on certain foreign entities and products. Invoicing must be conducted exclusively through Wide Area WorkFlow, and all contractual obligations are subject to the Government’s right to terminate for convenience, prompt payment discounts, assignment of claims, and dispute resolution mechanisms. The contract includes an optional service extension clause but no option years or formal modifications are currently defined.
