This is a firm fixed price, non-personal services contract solicitation issued by the U.S. Army’s Mission and Installation Contracting Command at Fort Knox, Kentucky, under solicitation number W9124D26QA214, for the support of the JCLC Island Venture event scheduled for 7–12 June 2026. The contract requires the offeror to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and services necessary to support approximately 110 cadets and 30 cadre, including co-located meals, lodging, administrative facilities, recreational access to a swimming pool, rappel tower, archery range, canoes, and eight gas-powered golf carts reserved for cadre use. The offeror must ensure full operational control of all services with no government supervision of daily activities, adhering strictly to the Performance Work Statement and Quality Assurance Surveillance Plan, which mandate 100% compliance with food safety standards, 98% accuracy in meal counts, and no more than 10-minute delays in 95% of meal services. All services must be delivered at Fort Knox, Kentucky, with inspection and acceptance occurring there, despite the event taking place in San Sebastian, Puerto Rico, indicating logistical coordination is required to transport personnel and materials to the location. The solicitation mandates compliance with a broad range of FAR and DFARS clauses, including provisions related to payment by electronic funds transfer, whistleblower rights, prohibition on contracting with inverted domestic corporations, representation of small business status, and safeguarding of covered defense information. Contractor personnel must clearly identify as non-Government employees, are prohibited from using contract-related information for marketing, and must maintain a stable workforce with no holidays observed during the performance period.
