The Department of the Air Force's Electronic Systems Center, through the 754th Electronic Systems Group, intends to award a sole source contract for the acquisition of a BIG-IP Local Traffic Manager 6400 V9 load balancing device with 4GB memory along with a BIG-IP FIPS SSL 2000TPS module for the device. This purchase includes one year of maintenance and technical support for the hardware. The equipment is critical to support ACES application servers, which manage secure socket layer traffic as part of an integrated security program benefiting the Air Force’s Civil Engineers. The developmental environment must replicate the operational environment to ensure thorough testing of new software and system architecture changes, preventing any adverse impact on Air Force-wide operations. Due to the unique requirements and specific hardware compatibility needed, the contract is justified as a brand name sole source acquisition to satisfy the government’s minimum needs. Failure to procure this equipment and maintenance would hinder the 754 ELSG’s ability to perform necessary testing before deployment, potentially compromising Air Force Civil Engineers’ software updates and system improvements. Communications regarding the acquisition are handled through designated points of contact at Maxwell Air Force Base, and an Ombudsman has been appointed to address any concerns related to the procurement process. The notice emphasizes that this is a government intent to award announcement rather than a solicitation or request for quote.
