70 -- Encoder/Decoder CTGS

This is a notice of Intent to award a Sole Source contract for three each Encoder CTGS and two each Decoder CTGS under the authority of FAR 13.106-1 (b)(1) to Cell-Tel Government Systems, Inc. of Jacksonville, FL. A Justification and Approval for Other than Full and Open Competition has been prepared. Cell-Tel is an authorized dealer for the Encoder/Decoders and has a long established relationship with the manufacturer, Streambox. Streambox is the only known source of the parts that support the unique specific systems already established in the aircraft. The supplies are commercial items in accordance with FAR 2 and are to be purchased using the simplified acquisition procedures in FAR 13.1. The above named vendor is believed to be the only source of the Encoders/Decoders with the required support. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by mail, fax, or e-mail to Ms. Diane R. Bublak no later than noon, Friday, August 24, 2007.
