The Naval Air Systems Command (NAVAIR), through its Air Combat Electronics Program Office (PMA-209), intends to issue an order under the existing Basic Ordering Agreement with Rockwell Collins Government Systems, the sole developer and proprietary holder of the ARC-210 family of radios, including the RT-1851(C) and RT-1851A(C) models. This contract involves conducting detailed assessments to determine the requirements and scope necessary for implementing retrofits aimed at extending the service life of these radios. A key objective is the development and delivery of an Integrated Waveform (IW) Integration Plan, which will analyze waveform specifications, system requirements, and provide a comprehensive software implementation schedule specifically for the RT-1851 and RT-1851A(C) radios to optimize satellite communication efficiency. All work under this order must be completed by December 2007. Given Rockwell Collins’ proprietary ownership and specialized knowledge of these systems, they are designated as the only responsible source capable of fulfilling this requirement, and the procurement will follow FAR 6.302-1 rules for sole-source contracts. The contract is associated with the NAICS code 334290 and is managed by NAVAIR’s office located in Patuxent River, Maryland, with the contracting officer identified as Rebecca J Wathen. This initiative is vital for maintaining and improving the operational capabilities and longevity of critical naval communication equipment.
