The Naval Air Systems Command (NAVAIR), through its Air Combat Electronic Program Office (PMA-209), intends to issue an order under the existing Basic Ordering Agreement with Rockwell Collins Government Systems for work related to secure voice communications across various platforms including aircraft, ships, and ground systems. The contract involves evaluating and reporting on the performance of radio frequency communication links when using advanced Suite A and B encryption algorithms within the RT-1939(C) radio system. This includes analyzing voice and data encryption capabilities, proposing suitable candidate encryption algorithms for naval aviation needs, and identifying necessary interfaces for remote management and key loading functions. The effort is targeted for completion by November 2007. Rockwell Collins is the sole source for this requirement as they are the exclusive developer and rights holder of the ARC-210 family of radios and related equipment, which are central to this program. Given the proprietary nature of the equipment and specialized knowledge required, the procurement will follow FAR 6.302-1 guidelines for a sole-source acquisition. The contract aims to support NAVAIR’s mission in managing the lifecycle of air combat electronics systems, ensuring secure, reliable communication capabilities that meet evolving encryption standards. The point of contact for the solicitation is Contracting Officer Rebecca J. Wathen.

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. This effort covers the requirements to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209). Secure voice communications on aircraft, ships and ground fixed and mobile platforms are presently provided using legacy encryption algorithms in conjunction with UHF, VHF, and HF capable radios. These radios use stand-alone cryptographic devices (the VINSON and/or ANDVT (Advanced Narrowband Digital Voice Terminal) families of equipment), while others encrypt using embedded modules (crypto engines) such as RAILMAN, HERMES, and INDICTOR. This tasking includes Analyzing and reporting on the expected performance of radio frequency (RF) communication links when using the Suite A and B encryption algorithms in voice and data (including imagery) applications as associated with the RT-1939(C). Present candidate encryption algorithm suitable to fulfill Naval Aviation requirement. Identify the interfaces that will be needed between the RT-1939(C) and the platform/system to perform remote management and key loading functions. Tasking is expected to be completed no later than November 2007. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the testing. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.

This effort focuses on the formulation, development, and deployment of production-ready machine learning solutions, including predictive maintenance, readiness forecasting, and supply-chain optimization. The scope includes business intelligence through executive data storytelling and interactive dashboards, as well as the design of secure cloud data architectures using AWS GovCloud, Azure Government, or Snowflake. Technical deliverables must be packaged in security-hardened Docker containers and deployed via Kubernetes or OpenShift, with a requirement for ETL/ELT pipelines to maintain at least 98 percent data completeness and accuracy. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements. Due to the sensitive nature of the work, the company must be U.S.-owned and headquartered in the United States, and personnel must possess active Top Secret clearances. Key personnel requirements include a Data Science/Machine Learning Lead, an Enterprise Data Architect, and a Business Intelligence and Analytics Lead.
