This is published as sole source announcement under the statutory authority at 10 USC2304(c) (1), and regulatory authority at Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501) and FAR 8.405-6, Only one source is capable of responding due to the unique or specialized nature of the work. The Army Contracting Command, Aberdeen Proving Ground-Tobyhanna Division, Tobyhanna, PA 18466 intends to solicit, negotiate and award a Firm-Fixed Price contract for the supply of the following item on a sole source basis to Rockwell Collins Inc., 12365 First American Way, Poway, CA 92064. The proposed action is to acquire Firestorm Software, digital targeting software, part number: 810-0347-001 in support of FMS case Check Republic (EZ-B_UCS) for thirty eight (38) each users. Firestorm Software is a completely integrated, turn-key solution which supports digitally aided close air support and digitally enabled field artillery operations. The 810-0347-001 digital targeting software is required for the integration of all of the Firestorm Integrated Targeting System equipment used by the Army, Check Republic. Firestorm is a commercial proprietary software product produced exclusively for military applications by Rockwell Collins Inc. Firestorm is the only compatible product that will work with the rest of the systems that have already been procured. The Government does not have a technical data package suitable for competition. Rockwell Collins Inc. is the only known source that can provide the required proprietary software (810-0347-001) and enable delivery of the required items within their operational performance specification limits. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide this service, you must respond within fifteen (15) days of this notice.
