The General Services Administration plans to award a sole source contract to Sutron Corporation of Sterling, VA, on behalf of the United States Bureau of Reclamation in Boulder City, NV. This will be executed under special notice SN-60 and in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.501(a), which govern sole source procurements. The contract involves the purchase of an XConnect Data Processing System that includes Sutron’s VAX/DMS software and hardware, along with various custom applications and extensions developed by the USBR. The decision to proceed with a sole source acquisition is based on the unique compatibility requirements with existing custom applications, Sutron 8210 remote terminal units used as data collectors, and Sutron’s proprietary communication protocols. Consequently, no other suppliers have been deemed capable of meeting the agency’s needs. A justification for awarding the contract without full and open competition has been prepared, and the contract will include relevant FAR provisions and clauses applicable to commercial items. While this notice does not solicit competitive proposals, interested parties may submit capability statements detailing their qualifications and relevant experience by the stated deadline of July 10, 2003. The government will review these statements solely to decide whether to pursue a competitive procurement. The contract and its terms will adhere to FAR clauses related to instructions to offerors, offeror representations and certifications, and contract terms and conditions applicable to commercial items. This acquisition is essential to sustain the existing data processing infrastructure already in place at the USBR, ensuring continued compatibility and operational efficiency.
