The General Services Administration plans to award a sole source contract to General Dynamics Decision Systems (GDDS) in Scottsdale, Arizona, on behalf of the U.S. Army CECOM Communications Security Logistics Activity at Fort Huachuca, Arizona. This contract, issued through solicitation number 9TER-03-FDH-0015 under the authority of FAR Parts 12 and 13.501(a), involves the procurement of 1,000 units each of GSM Secure Modules and Hand Sets, DTD Fill Cables, Software Update Cables, Desktop Chargers, Spare Batteries, and a one-year extended warranty. These items are NSA-approved information security devices available exclusively through this approved vendor, making GDDS the sole responsible source to fulfill the government’s requirements. The contract follows federal acquisition regulations, including provisions for offeror certifications and commercial item terms, and a justification for other than full and open competition has been prepared to support this sole source procurement. Although the government intends to negotiate exclusively with GDDS, it invites interested parties to submit capability statements describing their qualifications and experience related to similar security communications equipment by October 28, 2002. This submission is not a request for competitive proposals but will be considered only to determine whether to pursue a competitive procurement. The contract aligns with current federal acquisition clauses and regulations, emphasizing the critical nature of NSA approval for all equipment involved and underscoring the proprietary nature of this secure communications technology, which cannot be procured from alternative suppliers.
