NASA Langley Research Center intends to acquire a MAPPS Software Suite high resolution video recording system from EyesDX. This procurement is being pursued as a sole-source acquisition because the MAPPS software is proprietary technology available only through EyesDX and is the only software compatible with the existing Smart Eye Pro tracking system used by the agency. Utilizing another source would result in a substantial and unrecoverable duplication of time and resources. The government plans to acquire this commercial item under FAR Part 12. While the agency sought capabilities and qualifications from interested organizations by August 21, 2014, to determine if the procurement could be conducted on a competitive basis, the final decision remained at the government's discretion. This award notice is associated with solicitation number NNL14523975Q under NAICS code 423430.

Full Description

NASA/LARC has a requirement for MAPPS Software Suite High resolution video recording system. NASA/LARC intends to purchase the items from EyesDX. MAPPS software is the proprietary technology of eyesDX and is available solely from eyesDX. It is imperative that the MAPPS software suite be compatible with the existing smart eye pro tracking system currently in use at NASA LaRC. No other software is compatible with the smart eye pro system. It would take substantial duplication of resources and time for another source to provide the required software system, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 08/21/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
