NASA/LARC is seeking a ModelCenter and Design Explorer Software License Maintenance Package under solicitation NNL15550109Q. The agency intends to award this contract to Phoenix Integration, Inc., as they are the proprietary manufacturer and the sole qualified source capable of providing the necessary licenses and maintenance. Due to the proprietary nature of the software, the government has determined that seeking other sources would result in an unjustifiable duplication of time and resources. This procurement is being conducted as a commercial item acquisition under FAR Part 12. While the government intended to evaluate capabilities and qualifications by May 18, 2015, to determine if the effort should be competed, the final determination remains at the government's discretion. The acquisition is categorized under NAICS code 541511 and includes the application of the NASA Ombudsman clause.

Full Description

NASA/LARC has a requirement for ModelCenter & Design Explorer Software License Maintenance Package. NASA/LARC intends to purchase the items from Phoenix Intergration, Inc. Phoenix Intergration is the software manufacturer and the only qualified source able to provide the licenses and maintenance on their own proprietary software. It would take substantial duplication of resources and time for another source to provide the required software & maintenance, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 05/18/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
