Full Description

The Mission and Installation Contracting Command (MICC) - Fort Sill, Oklahoma intends to award a firm-fixed price, sole source contract for renewal of Telecommunication Management System (TMS) Software, upgrade/maintenance and license, at Fort Sill, OK. K & R Custom Software, Inc., is the sole developer and provider for the TMS software currently in use. The government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(i) under Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 541511 and the size standard is $27.5M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS OR A SOLICITATION FOR OFFERS and is posted for seven (7) calendar days. No solicitation package will be available. However, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. If no affirmative written response is received by 28 May 2015, 4:00 pm CST, then the Government will proceed with the sole source negotiation with K & R Custom Software. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
