NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT The Office of the Comptroller of the Currency hereby gives notice of their intent to award a contract to CarahSoft Technology Corporation at 12369 Sunrise Valley Drive, Suite D-2, Reston, VA 20191 on a sole source basis utilizing FAR 12, Acquisition of Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a requirement for continuation of Avoka professional technical support services for the upgrade of the MLR form to composer 4.x, upgrade of Avoka Transaction Manage(TM) to 4.x and providing technical support during the MLR Pilot and the MLR 2015 data collection period. In addition, the vendor will provide training to the OCC development team for the co-development of activities mentioned above. The Period of Performance for this requirement is 6/1/2015 through 5/31/2016. This is not a request for competitive proposals; however, all proposals received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A redacted copy of the justification prepared for this procurement will follow at a later date.
