This contract modification opens Solicitation VA247-16-Q-0743 for competition exclusively among small business concerns, designating it as a 100% total small business set-aside under the NAICS code 541511, which covers Custom Computer Programming Services with a size standard of $27.5 million. All interested small businesses are required to submit their electronic quotes by July 20, 2016, at 2:00 pm EST, directed to Janica Francis-Hunter, the designated contract specialist. Questions about the solicitation must be submitted electronically by July 14, 2016, also to Janica Francis-Hunter, with the solicitation number clearly identified on all correspondence. Late submissions of questions or quotes may not be considered. The contract incorporates several important clauses, including prohibitions on contracting with entities that require employees or subcontractors to sign internal confidentiality agreements that restrict reporting of fraud, waste, or abuse to federal investigators. By submitting an offer, contractors represent compliance with these provisions. Additionally, the notice affirms that awards will only be made to small business concerns, which must provide only products or services produced or performed by small businesses in the United States or its territories, except in cases where simplified acquisition procedures apply and the total contract amount does not exceed $25,000. The solicitation does not include a site visit, and all submissions must reference the solicitation number to be considered valid.
