The United States Army Geospatial Center plans to enter into a sole source contract with Ex Libris (USA) Inc. to procure commercial off-the-shelf maintenance for Voyager Software, a proprietary Integrated Library System. This software must support a geospatial interface that enables users to search the library catalog using various geographic coordinates such as rectangles, polygons, radial, or corridor searches. Because the Voyager Software and its geospatial searching capabilities are owned exclusively by Ex Libris, all upgrades, corrections, and patches must be supplied directly by the company. The acquisition falls under NAICS code 541511 for Custom Computer Programming Services and will be conducted using other than full and open competition procedures. The anticipated award date for this contract is May 26, 2010, with interested firms encouraged to respond by 2:00 P.M. EST on the same day, although no solicitation or technical inquiries will be entertained. The contract specialist managing this process is Amanda Andrews, who can be contacted via phone or email. The maintenance agreement aims to ensure the continued, timely availability of essential software support crucial to the Army's geospatial library operations, underscoring the proprietary nature of the software and the unique position of Ex Libris as the sole provider.
