The Department of Veterans Affairs Great Lakes Acquisition Center plans to enter into a sole source contract with the University of Iowa's Department of Anesthesia, Division of Management Consulting to develop a pilot program aimed at automating the transfer of statistical data essential for generating recommendations to improve Operating Room efficiency. This initiative will support VA facilities in multiple locations, including Milwaukee and Madison, Wisconsin; San Francisco and Palo Alto, California; and Dallas and Temple, Texas. The contract structure includes a base year with two option years, and the procurement follows FAR guidelines allowing sole source acquisition under the justification that only one responsible source can fulfill these specific requirements. The contract will be firm fixed price under NAICS code 541511. This Notice of Intent is not a solicitation for competitive proposals, and no solicitation documents will be provided. However, any firm believing it can meet the requirements must submit detailed product, service, and customer reference information within seven calendar days of the notice to the VA contracting officer for evaluation, although the government reserves the right to proceed with or without competition based on responses. If no suitable responses are received, negotiation will continue exclusively with the University of Iowa. The effort reflects a focused approach to enhancing operational efficiency in VA hospital operating rooms through advanced data management and analysis.
