The National Labor Relations Board (NLRB) plans to award a sole source contract to Electronic Data Systems Corporation (EDS) for continued maintenance and support of the Agency’s Case Activity Tracking System (CATS), which serves as the official system of record for case information. CATS is a custom-developed application originally built with Borland Delphi and Microsoft SQL Server, containing a substantial codebase and database structure integral to managing Unfair Labor Practice and Representation cases. EDS is uniquely qualified for this work due to their prior development of the system and their comprehensive understanding of the NLRB’s business processes, case handling workflows, and the technical intricacies of the CATS application, including its interfaces with third-party tools such as Business Objects Reports, Microsoft Office applications, and Acellio Capture. The contract scope includes full software development life cycle support, encompassing requirements gathering, coding, design, testing, deployment of system changes, and documentation updates. Given the mission-critical nature of the CATS application, the experienced EDS team’s knowledge is essential, especially as the NLRB undertakes the migration of legacy case systems into the Next Generation Case Management system, with the first phase scheduled for completion by October 2007. Due to the tight timeline and funding constraints, continuity in expertise is crucial to meet deadlines efficiently. This notice is not a solicitation but indicates that unless evidence supporting competitive procurement is presented by the specified date, the award will proceed without a formal bid process.
