The Department of Veterans Affairs Palo Alto Healthcare System is planning to enter into a sole source contract with Continue Education Network for a 12-month subscription to their Online Drug Information Database, covering the period from October 1, 2014, through September 30, 2015. This subscription will support 339 pharmacists and nurses, along with 97 pharmacy technicians, by providing essential drug information integral to their daily clinical workflow. The contract is being awarded without competitive bidding based on the determination that Continue Education Network is the only provider capable of delivering this specific subscription due to copyright restrictions and the unique nature of the product. This database also contains critical continuing education certifications for pharmacy personnel, and switching to a different provider would require significant additional resources for data transfer and staff retraining, which could negatively impact certification management. Market research and review of federal procurement sources confirmed no alternative suppliers exist for this service, justifying the sole source acquisition under federal regulations (FAR 6.302-1). The government has issued a public notice inviting other vendors to submit evidence if they believe they can meet the requirement, though the final decision to compete remains with the government. Pricing will be negotiated to ensure it is fair and reasonable, with no requirement for detailed cost data since the product is considered commercial. The contract awarding process includes proper certification by contracting officers, and all supporting technical requirements have been reviewed and validated as accurate and complete.
